Portugal rural property owners: BUPi registration is free until 30 September 2026

BUPi says land identification is free, while registration of rural and mixed-use property that has never been registered, or whose registration is not current, is free through 30 September. After that, registration may involve a cost.
The deadline matters to international residents, retirees, returning emigrants and overseas owners with country homes, inherited plots or other rural property.
What is BUPi?
BUPi, the Balcão Único do Prédio, is Portugal’s single property desk for identifying and regularising rural and mixed-use land. It uses a georeferenced graphic representation, or RGG, to record location and boundaries. Decree-Law 87/2026 also expanded use of RGG in documents for transactions that transfer property rights.
What is free until 30 September?
BUPi says identification through its platform or a BUPi desk is free. For rural or mixed-use property that has never been registered at a Land Registry Office, or where registration is not current, registration is free under the present waiver through 30 September 2026. The BUPi FAQ says registration may carry a cost after that date.
Who should check now?
- Owners of rural land or mixed-use property.
- People who inherited rural property and are unsure whether the registry is current.
- Overseas owners preparing to sell, transfer or regularise land.
- Buyers who want clearer boundary and registry information before a future transaction.
The process depends on whether the municipality already has a land cadastre. BUPi provides a municipality checker showing which service applies.
What documents do owners need?
For an online identification, BUPi says owners can authenticate with a Portuguese Citizen Card and PIN or a Digital Mobile Key. You should also have the Tax Authority Land Certificate containing the property matrix numbers. A GPS boundary file can be uploaded if available; otherwise the property can be marked on the map.

What should owners do before the deadline?
- Check whether the land is rural or mixed-use and whether its registry is current.
- Use the BUPi municipality checker to confirm the process.
- Gather the Tax Authority Land Certificate and authentication details.
- Complete identification online or contact the local BUPi desk.
- If registration is missing or outdated, confirm what must be completed before the fee waiver ends.
