Portugal Green Rail Pass Expands to Lisbon and Porto Urban Trains in September 2026

The change is being introduced during European Mobility Week, which runs from 16 to 22 September.
What changes for Lisbon and Porto commuters?
People who use only CP trains within the Lisbon or Porto metropolitan areas will be able to use the Green Rail Pass instead of needing the €40 Navegante or Andante intermodal pass.
The government says this can cut the monthly cost in half for rail-only commuters. The pass will also continue to cover eligible regional, interregional and second-class Intercidades services under its normal conditions.
How much does the pass cost?
The Green Rail Pass costs €20 for 30 days. It can also be bought for longer validity periods through CP.
It is designed for residents in Portugal and is linked to a CP customer card or digital account. Intercidades journeys require a free advance seat reservation.
Will it cover every form of transport?
No. The Green Rail Pass is a rail product. If you also need metro, bus, tram or ferry services, an intermodal pass such as Navegante or Andante may still be better value.
What should newcomers do?
Compare the routes you actually use. If your commute is entirely by CP train, the expanded Green Rail Pass may be significantly cheaper. If your journey includes metro or bus connections, calculate the total cost before switching.
