Italy Paper ID Cards Changed on 3 August 2026: What Holders Need to Know

Italian paper identity cards stopped being valid for travel from 3 August 2026, even when the printed expiry date is later. Holders should replace them with the electronic Carta d’Identità Elettronica, or CIE.

A later transition rule keeps some limited domestic uses of an unexpired paper card available until 31 January 2027 for essential services, but it cannot be used for travel abroad after 3 August.

What changed on 3 August 2026?

Under the European identity-document rules implemented in Italy, paper identity cards ceased to be valid as ordinary identity and travel documents from 3 August 2026. The CIE is now the standard Italian identity card.

Are there any temporary exceptions?

Yes. Italian authorities introduced a limited transition for some domestic situations. Until no later than 31 January 2027, an unexpired paper card can still be accepted for certain essential purposes, including access to health, social-security and insurance services, some banking or postal transactions, and other specified fundamental services.

These exceptions do not restore the paper card as a travel document.

How do you replace it?

People entitled to an Italian identity card should contact their municipality of residence or domicile about a CIE appointment. Italian citizens living abroad can use their relevant consulate where the service is available.

What newcomers should remember

If you hold an Italian paper carta d’identità, do not rely on the printed expiry date. Check your replacement arrangements before travel or any situation where formal identification is required.
