Italy’s 2027 work quotas: pre-filling opens on 23 October

Babylon Radio
Listen nowEmployers can start filling in Italy’s 2027 work-quota forms on 23 October 2026. The pre-fill window opens at 09:00 that day. It closes at 20:00 on 7 December. Sending the forms is a later step. This starts on four “click days” in January and February 2027.
All times in this guide are local time in Italy. The Ministry of Labour has set out the timetable. It is for employers hiring workers from outside the EU under the Decreto Flussi quota system.
What the 2027 quota covers
Italy has set a total quota of 165,850 entries for 2027:
- 89,000 for seasonal employed work;
- 76,200 for non-seasonal employed work;
- 650 for self-employment.
The non-seasonal total includes 14,000 places for family-care work. These are entry quotas, not a list of open jobs. Each category has its own rules. Employers must check the job sector and any rules on the worker’s nationality.
The four forms below are for employed work. An employer, or someone authorised to act for them, handles this stage. The 650 self-employment places are a separate category and are not covered by these four forms.
The four dates for sending forms
The government’s Integration Portal lists these opening dates. Each starts at 09:00:
- 12 January 2027: seasonal farm work, using C-STAG agriculture;
- 9 February 2027: seasonal tourism and hotel work, using C-STAG tourism;
- 16 February 2027: non-seasonal work in the sectors covered by the decree, using B2020;
- 18 February 2027: family-care work within the quota, using A-BIS in quota.
From the day after each click day, employers can fill in and send new forms. The final deadline is 31 December 2027. Places must still be available in the right quota. The year-end date does not guarantee this.
What employers need to do first
The Interior Ministry’s ALI Services Portal gives the steps for pre-filling:
- Sign in with SPID or CIE, Italy’s digital identity services.
- Open the Sportello Unico Immigrazione section. Choose the Decreto Flussi 2026–2028/Click Day option.
- Select the right form and enter the details needed for the first checks.
- Use the activation code sent to the employer or legal representative’s registered certified email address, known as PEC.
- Complete the required fields, save the form and check that its status is da inviare, meaning “ready to send”.
The system checks details against public records. Some fields fill in at once. Others can take several days. Employers need to leave time for those checks and save the completed form again before the click day.
A short window to finish existing forms
The portal will reopen from 09:00 on 9 December to 20:00 on 13 December 2026. This window is only for completing or correcting forms already started during pre-filling. Employers cannot start new forms then.
The joint ministerial circular dated 1 October 2026 explains why. Some data arrives after the first checks. This extra window lets employers see that data and save the form so it is ready to send.
What this means for workers
A worker does not apply for a visa through this pre-fill window. For these employed-work routes, the employer requests a nulla osta, or work authorisation. This is one stage in the process.
A saved or sent form does not guarantee approval. The application must meet the rules and fit within the quota. The worker must also complete the visa process and the steps for a residence permit. The European Commission’s guide to employed work in Italy explains the roles of the employer and worker.
Employers should check the current ALI notice and circular for their case. This timetable does not cover every route for working in Italy.
